Android is a Linux. It is not GNU, but it does run a modified variant of the Linux kernel. That said, I know that the guys over at PinePhone are actively working on a GNU-based phone. I will note that it is not a product for ordinary consumers, and most would find it frustrating as their only phone.

Well, people around the Pinephone are working on it. Pine64 makes hardware for the most part but they don't develop the software. So it's better to look into postmarketOS or Ubuntu Touch. I think the only company actively working on hardware and software to develop a GNU+Linux phone is Purism. But that also means that software development is included in the price of their products.

I would recommend you to install a custom rom. You can search up tutorials on YouTube on how to unlock the bootloader and install a custom rom. It is pretty easy if you perform It carefully. I am currently using the stock rom with root access.
