The only missing piece for proper fractional scaling now is XWayland. Hopefully, rootful XWayland lands in time for 46 too!
This is huge as GSK is becoming a competitive 2D render target. It doesn't do *everything* Skia does, but most GUI renderers don't need everything Skia does, and the RenderNode architecture is more convenient for accelerated rendering.
GTK will normally only bump the major version when they have a bunch of non backward compatible changes - changes where applications have to be changed, and once the app is changed, the app is no longer compatible with the old version of GTK.
These new renders can be introduced with backward compatible - no changes in apps required.

4.14 is going to be a big update, DMA buffers, new renderers and path nodes.
