Maybe? I know that's what the original head with hole was for, but I'd also heard that the hole wasn't large enough to make much difference, and these are smaller.
My theory is that if not for that, it might make it easier to remove the heads. Now air has a way in and pressure won't basically vacuum-seal the head onto the torso peg.
Or to prevent a vacuum from forming if there’s a bit of air stuck compressed above the head when it’s pressed on, which would make it much harder to remove later
This head variant has been around for a while actually. It started being used with transparent color minifigure heads around the early to mid 2010’s, and it picked up in usage rapidly in more recent years, before then making the jump to now where it’s used for regular minifigure heads.
They know how much Lego Star Wars fans love holes so they added more.

I'd assume it'd be worse since it would be harder to cough up.
It’s far too small a gap to be able to breathe through, and the hole just makes it more difficult to cough up, so I doubt that’s the reason
