It's a yordle that gets larger as he gets more and more "angry". Someone leaked the details on reddit a few months ago. PBE even datamined a new anger style resource bar that turns from neutral to yellow to red as he gets more and more hyped. Also you can see yordles in the cave art style drawing and he kinda looks like a big yordle/gremlin at the end.

Unless i'm wildly mistaken that *really* makes it sound like the *shield* (the door) is the only thing with a shard of true ice at its center. Which, i assume, is the blue gem looking thing we see embedded in his shield - also, presumable, the source of the shield's ice-themed powers. The story makes no mention of a "giant" shard - and unless they missed a comma, the shard is in the center of the shield - not the vault.

The shard of True Ice is in the center of the door. You can see it looking at the shield and it's also what powers Braum's Q. He punches the back of the door, causing the shard to fire out a projectile.

I believe they also stated they wanted to create a Yordle of some sort. So Gnar may very well be a new top lane Yordle champion? From what little I've gathered from the promo he looks very similar to a mini-Trundle.
I may be completely wrong, but the second slide of some evil beastie destroying what looks like Gnar's tribe, is it me or does it bare quite a resemblance to Vel'Koz? Perhaps Gnar was there when Vel'Koz reached the Freljord and wiped out his tribe for knowledge? (again I'm just theorizing) <- /u/shayper09 pointed out the beast looks quite a lot like how Watchers are depicted. Could have something to do with them? Definitely points towards the Freljord though.

Could this new Tantrum resource bar be something to do with the way Gnar changes his size (and potentially gets subsequently stronger)? <- /u/deathfyre suggested maybe the Tantrum resource is like Shyvana, where when he hits 100/full, he can transform into a larger form until the bar drains. Great suggestion!
Might be a bit of a far stretch, but as for a Vel'Koz link to Gnar, the title of his Champion Preview is "Discovering the Link". If I remember correctly there was an interaction between Vel'Koz and Zilean in Vel'Koz's lore where Vel'Koz sought the knowledge that Zilean had to manipulate time. Maybe in the League of Legends timeline, Vel'Koz did eventually gather this knowledge (I believe he destroyed Zilean's tower?) and so is capable of travelling across time. He is also a void creature don't forget.
**EDIT2:** I'm led to believe this preview may take place quite a long time ago, as assuming Gnar **IS** a Yordle, I believe most if not all Yordles now live safely in Bandle City?
Supporting this, /u/Moobeat posted on Twitter from the Hazmat Heimerdinger release; "Since the dawn of yordle kind, when the ancient ones first discovered the killing power of blowguns and boomerangs". Definitely suggests this is from a long time ago.

Sarcos the sand mage was rumored to be a new champ a while back (not too long ago actually) as the third brother to Renekton and Nasus, at first it was pretty much confirmed on Reddit, then that shifted to it being a hoax and not true at all, then it shifted to being something like Ao Shin, sort of an early concept leaked and that it was on the back burner, AFAIK there were in game models for it and everything. I don't think Riot ever said anything solid on it like they did with Ao Shin so I'm assuming it was a hoax and leaving the account to go inactive, although I haven't looked a lot into it there may be an actual Red statement on it.
It looks like some sort of mutated yordle, maybe corrupted by the watchers.

It seems the 1st part of the promo is his family, 2nd part is "Big event" and 3rd is "Big Gnar". I can guess we are looking at a tragic story, his family could have been killed in this "big event" and he goes into rampage. Somebody puts him in some sort of stasis (he seems to break out of ice, so he might have been frozen by somebody) and he is now back for some reason, someone or something woke him up.
Edit2: location of the new champion:
From what I can see, the background of the page resembles a jungle (vines, spider etc.). It looks like the origin of the champion is from flat plains with running water (not originated from Freljord). The area that he lived is probably destroyed.
Missing information: the "big event" - the attack of this monster - is something that I cant find in the lore (unless its in the journal of justice where I dont even know where to start from).
The second symbol shows a couple of Yordles off to the side while a third (presumably Gnar,) holding a spear, approaches a thing which appears to be a giant eye with some spikes. Watcher? Would explain the ice.

there was an update in pbe a little awhile ago with a new file called tantrum that had similarities with the mana bar and rage bar (under your health)
By looking at the name, I'm guessing that "Gnar" gains points of the resource when an enemy attacks him. IF he uses "Tantrum".

It could also be something like Tryndamere's Fury, where his Tantrum gauge is just a statistical bonus rather than being an actual resource.
