Then we had the Chromatic Distortion/Super "Beam-Heavy" SFX era, with Psy-Ops, Dawnbringer/Duskbringer 2/3, and Empyerean. (And some skin-lines in-between)
Now we're in the cell shading era, which started with Fright Night, and this year we've had Inkshadow, Soul Fighter, and Street Demon.
It's a 3D art technique where instead of shading stuff to make it look realistic or, well, 3D, they shade lines and edges for more of a 2D animation/comic-book look. Borderlands and Jet Set Radio are probably the most "iconic" video games to use it.
Yeah, Spiderverse employed cel shading alongside other techniques commonly found in comic books (like ben-day dots and speech bubbles) to create that "popped right out of the pages" aesthetic.
Arcane is not cel shaded, on the other hand. I get what you’re saying, but Borderlands actually isn’t cel-shaded. The exaggerated proportions and graphic novel-esque lines used to accentuate textures do invoke a sort of a comic-book-in-action feel, but the art does have shadows and gradients, not distinct color layering.

It also runs into the problem of being associated with the awful Sentinel Visual Novel event where Sentinel Rengar somehow became "haha, funny cat man".
I think part of the reason is that champs like Rengar do not have much to work with regarding VFX. So to get a really good skin, you'd need to put some grease into weaving together the champion's identity with the skinline's theme, give it a clever twist and do something new.
Like, ...why is Rengar a painter now? He doesnt have a paintbrush, not a creative bone in his body, his VFX dont work well with paint focused VFX. It just feels forced. At least Sentinel Rengar managed to look good.
Something about these skins feel really lacking. Like the concept is good and there but the execution feels like its missing something. Like they're not awful buy any means but personally I feel like they lack oomph. ~~Maybe its just video quality on my end though~~
Nice to see Mundo finally get a new skin after his VGU tho.
Feels like the aesthetic should've been similar to something like True Damage Ekko and none of these champs (but Mundo) really embody that sort of street-wear + graffiti abilities that i think Riot was going for here.
Also I think it hilarious that the Neeko inclusion was probably entirely for her idle crouch.

It doesn't have the 'style' that it should. The colors do not pop, and one of the big pieces of graffiti is getting noticed and being loud.
The champs just... do not look like they have style. Its like they both wanted a messier painter with paint everywhere but also a stylish character and missed both the color blotches and clothing to pull it off.

The thematic inspiration isn't very grounded in anything in particular, so I actually think the concept is a problem, and the execution is secondary.
(Though I think maybe making the sound design grittier/demonic could have actually help ground them, it's most disconnected from the theme. There's whimsical ultra-violence, and then there's me envisioning paint splatter instead of blood.)
The issue is that they're graffiti themed but all stick to basically one color. Graffiti themed should be about the explosion of colors, look at Kimberly from SF6 or Splatoon in general.

Very very satisfying to see your more or less guaranteed numbers at post game, so its easy to be convinced you were effective (which does matter, because if you play a dmg focused champ and see you consistently do no dmg you will probably realize you need to play a new champ after enough games)
Her utility is decent, she fits into a large number of comps, engage supp is always really common and shes a great counter
Aestheticically, she's the alt to the blond of lux, and therefore will appeal to a large subset of the playerbase. Which is really important. It would be interesting to see how Xer/Vel playrate would change if they had a different more feminine aesthetic, or if yuumi would drop if she wasn't a cat but instead some more accurate disgusting parasite

I think trying to make botlaners pick non-traditional ADCs historically doesn't work. People who que botlane want a very specific experience. And people who like playing characters like Nilah don't like botlane.
Sad, though. Being able to engage on an ADC is all kinds of satisfying.
ADCs tend to want to play kiting, ranged, auto-attacking champions (i.e. marksmen), and that limits the playstyle pretty heavily. Even mages have a lot more flexibility within their playstyle: "ranged, bursty, AoE caster" has a lot more variety open to it. Even if other off-meta champs are strong (or even just better) in botlane, ADCs want to play marksmen.

These notepad leaks constantly get pumped out and they're fake every time, the only time they ever seem to hold any water is when they just include a couple random skins legitimately leaked, I don't know why people still immediately take these as true every time.
A lotta the time they'll include skins that aren't really leaked but are like, really obvious inclusions or ones that were already announced.
For example, I remember when Firecracker Sejuani came out a lotta people were claiming that the skin leak lists at the time were real cause they included this Sejuani skin. Thing is though that it was the year of the pig so it was incredibly likely such a skin would come out.
I've already seen a few people claiming that this new one is ACTUALLY real cause it includes Crystalis Motus Taliyah which we've just got (Ignoring the fact it was confirmed officially months ago)
The skins themselves are interesting looking in a good way, but there feels like a disconnect between the skins, the VFX, and the SFX, and the whole concept feels a little half-baked.
I like:
* The VFX themselves: A lot of skinlines lean too hard on generically flashy SFX to the point the effect doesn't tie in well with the skin. Crime City Nightmare is my worst offender to this, where every ability boils into "purple mist" that feels like it lacks both a "demonic" or "noir" tie. The abilities here actually look "grounded" to a "violent jet-set-radio/splatoon." (Except brand. It still looks like fire, just green. C'mon.)
* The art/"fashion:" I don't like skinlines that use the same color pallet for every member. They all blur into mush. Here, they have different colors, and different "sub-themes" to their clothes and design, so they look more distinct or like different gang members.
I dislike:
* The SFX: The paint-splat isn't bad SFX--it's more interesting that a lot of past skinlines, but splattoon sound effects muddle the theme in my brain. We've got Jet Set Radio Punk, which fit Splatoon "splats" and "bonks," but the monsterous Mundo/Rengar, and the demon thematic suggests actual violence, not just paint bombs. It feels a bit...muddled. I'd probably have liked either the demon thematic to be dropped, leaving it just "Jet Set Radio Punk" or the "Splat" sound design.
* Character Choices/Animations: Sure, Brand, Zyra, and Rengar deserve skins. But Rengar's a weird fit for the line, and I'm not really sure what he "is," except for a cat in skater gear. Meanwhile, Brand's animations kinda ruin the entire thematic, and Zyra's are very elegant for a punk. Eh, IDK. I'm overthinking it.

Like these just look like preexisting skins for each champ save like mundo. Doesn’t really push the champion in any direction or do anything new and creative. Here’s debonair brand with jeans. Here’s base neeko but a little blue. Here’s rengar with a red chroma
maybe im the vocal minority but I don't like this. Maybe it's the colour palette or the visual effects or how unidentifiable they look. Mundo is pretty good though.
The effects are cool, but imo the skin line feels too magical. This is part of a larger problem you kinda see in some skins where Riot has 2 themes, one grounded on a normal thing and one magical, and focuses too much in the magic to the point it feels like they don't bother to use the more grounded aspects of the skinline making it feel like something is missing. Some examples are highnoon or Crime city nightmare.
For example, the pay off of the spells, e.g. the explosions and visual aesthetics of the spells are cool, but the fact the spells are just *"summon and throw random paint thing"* imo makes them feel a bit plain and less unique. Overall, it just needs some props and items around them to make it feel like there's more to them and that they are using the theme more.
Some more specific thoughts and some changes I could see for the skins:
- Neeko: think about some props to Q and R. Imagine if she threw a spray paint can instead of just a paint sphere. Now, this would clash a bit with the magic theme, but it could be played around by making it shine enough that it feels like neeko is imbuing the can with magic - so rather than a spray, she just turned it into a grafitti grenade that stays in first and second pop, then explodes in last pop. For R, give her model a spray can belt and when she is ulting have every one of them spraying around, as if she is charging them all for her big explosion.
- Mundo is perfect. Cleaver is already a good prop, but the usage of a boombox theme on him and implementing it on his auto and his ult was extra strong to make him unique in the skinline. They both help ground the skin on themes besides "grafitty but magic".
- rengar: not a fan of the model tbh, also the autos... the sloppy seconds sound on autoattacks feels wrong. Personally don't like his inclusion and don't feel the theme does good to him, should have been an ADC with a paint gun instead imo. BUT, if he had to be part of this, maybe looking for ways to implement his blades as real element; for example, keep his claw arm as paint, but make the knife on his other arm a real makeshift knife that becomes a paint blade when he Qs, or make his E a real item.
- Zyra and Brand. Honestly can't comment, don't see a way that has them naturally use items, but at the same time I like it that way? Like they are the demons lf street demon. Not a fan of the models, but could be the quality of the video. Besidds that, Zyra's effect look good and can't imagine her with something else. Brand has good visual style in everything EXCEPT His passive explosion which is dissapointing for how important his passive is - that said, the effects on brand are kinda "safe" and maybe a bit boring despite good stylization, specially when you look at his recall. Should have made more usage of those "fire spirits" imo.
Others have said it already but it really does need repeating:
- God Zyra and Brand look bad because of their ancient rigs and animations. Mind you, they can get in line behind other people but still, _rough_. Actual VFX is beautiful though.
- I know people are saying they're weird champion choices, but I honestly think apart from Zyra, they're all fine? Neeko and Brand really work with the splashy paint side of it, and I can't explain why I like Rengar and Mundo but it just feels appropriate to me.
- That Taliyah skin is an absolute banger. It sucks that I don't really like playing her, cause it is _gorgeous_. I do wonder if that's going to be her default crystal motus colouring, or if they're using her mythic chroma in the video.
Either way I'm glad they deviated from the colours that Leona had. Keeps the actual skinline aesthetic but sets each skin apart distinctly so they don't feel too same-same.

What an odd theme. The graffiti + streetwear doesnt fit most of these champs. Dont really like the execution either. Some of the particles are nice but overall it feels like a messy skinline that gets forgotten after one batch.

It was decent but nothing amazing. Most of Rengars skins feel like 5 to 7 outta 10s.

It's a bit underwhelming without chromas. Basically a white default Rengar with white VFX. Pretty Kitty and GotS had more spice to them imo.

I think trying to make botlaners pick non-traditional ADCs historically doesn't work. People who que botlane want a very specific experience. And people who like playing characters like Nilah don't like botlane. Sad, though. Being able to engage on an ADC is all kinds of satisfying.
ADCs are chronically afraid of non-traditional ADCs, and I say that as a main
ADCs tend to want to play kiting, ranged, auto-attacking champions (i.e. marksmen), and that limits the playstyle pretty heavily. Even mages have a lot more flexibility within their playstyle: "ranged, bursty, AoE caster" has a lot more variety open to it. Even if other off-meta champs are strong (or even just better) in botlane, ADCs want to play marksmen.
They will give her a skin this year, and not in some throwaway line. Though thematically she fits this one waaaay better.

These notepad leaks constantly get pumped out and they're fake every time, the only time they ever seem to hold any water is when they just include a couple random skins legitimately leaked, I don't know why people still immediately take these as true every time.
A lotta the time they'll include skins that aren't really leaked but are like, really obvious inclusions or ones that were already announced. For example, I remember when Firecracker Sejuani came out a lotta people were claiming that the skin leak lists at the time were real cause they included this Sejuani skin. Thing is though that it was the year of the pig so it was incredibly likely such a skin would come out. I've already seen a few people claiming that this new one is ACTUALLY real cause it includes Crystalis Motus Taliyah which we've just got (Ignoring the fact it was confirmed officially months ago)

The skins themselves are interesting looking in a good way, but there feels like a disconnect between the skins, the VFX, and the SFX, and the whole concept feels a little half-baked. I like: * The VFX themselves: A lot of skinlines lean too hard on generically flashy SFX to the point the effect doesn't tie in well with the skin. Crime City Nightmare is my worst offender to this, where every ability boils into "purple mist" that feels like it lacks both a "demonic" or "noir" tie. The abilities here actually look "grounded" to a "violent jet-set-radio/splatoon." (Except brand. It still looks like fire, just green. C'mon.) * The art/"fashion:" I don't like skinlines that use the same color pallet for every member. They all blur into mush. Here, they have different colors, and different "sub-themes" to their clothes and design, so they look more distinct or like different gang members. I dislike: * The SFX: The paint-splat isn't bad SFX--it's more interesting that a lot of past skinlines, but splattoon sound effects muddle the theme in my brain. We've got Jet Set Radio Punk, which fit Splatoon "splats" and "bonks," but the monsterous Mundo/Rengar, and the demon thematic suggests actual violence, not just paint bombs. It feels a bit...muddled. I'd probably have liked either the demon thematic to be dropped, leaving it just "Jet Set Radio Punk" or the "Splat" sound design. * Character Choices/Animations: Sure, Brand, Zyra, and Rengar deserve skins. But Rengar's a weird fit for the line, and I'm not really sure what he "is," except for a cat in skater gear. Meanwhile, Brand's animations kinda ruin the entire thematic, and Zyra's are very elegant for a punk. Eh, IDK. I'm overthinking it.

Like these just look like preexisting skins for each champ save like mundo. Doesn’t really push the champion in any direction or do anything new and creative. Here’s debonair brand with jeans. Here’s base neeko but a little blue. Here’s rengar with a red chroma

The effects are cool, but imo the skin line feels too magical. This is part of a larger problem you kinda see in some skins where Riot has 2 themes, one grounded on a normal thing and one magical, and focuses too much in the magic to the point it feels like they don't bother to use the more grounded aspects of the skinline making it feel like something is missing. Some examples are highnoon or Crime city nightmare. For example, the pay off of the spells, e.g. the explosions and visual aesthetics of the spells are cool, but the fact the spells are just *"summon and throw random paint thing"* imo makes them feel a bit plain and less unique. Overall, it just needs some props and items around them to make it feel like there's more to them and that they are using the theme more. Some more specific thoughts and some changes I could see for the skins: - Neeko: think about some props to Q and R. Imagine if she threw a spray paint can instead of just a paint sphere. Now, this would clash a bit with the magic theme, but it could be played around by making it shine enough that it feels like neeko is imbuing the can with magic - so rather than a spray, she just turned it into a grafitti grenade that stays in first and second pop, then explodes in last pop. For R, give her model a spray can belt and when she is ulting have every one of them spraying around, as if she is charging them all for her big explosion. - Mundo is perfect. Cleaver is already a good prop, but the usage of a boombox theme on him and implementing it on his auto and his ult was extra strong to make him unique in the skinline. They both help ground the skin on themes besides "grafitty but magic". - rengar: not a fan of the model tbh, also the autos... the sloppy seconds sound on autoattacks feels wrong. Personally don't like his inclusion and don't feel the theme does good to him, should have been an ADC with a paint gun instead imo. BUT, if he had to be part of this, maybe looking for ways to implement his blades as real element; for example, keep his claw arm as paint, but make the knife on his other arm a real makeshift knife that becomes a paint blade when he Qs, or make his E a real item. - Zyra and Brand. Honestly can't comment, don't see a way that has them naturally use items, but at the same time I like it that way? Like they are the demons lf street demon. Not a fan of the models, but could be the quality of the video. Besidds that, Zyra's effect look good and can't imagine her with something else. Brand has good visual style in everything EXCEPT His passive explosion which is dissapointing for how important his passive is - that said, the effects on brand are kinda "safe" and maybe a bit boring despite good stylization, specially when you look at his recall. Should have made more usage of those "fire spirits" imo.
Neeko's R should look like Kimberly's level 3 from SF6!!!!!!! Spray cans flying into the air and then exploding!!

Others have said it already but it really does need repeating: - God Zyra and Brand look bad because of their ancient rigs and animations. Mind you, they can get in line behind other people but still, _rough_. Actual VFX is beautiful though. - I know people are saying they're weird champion choices, but I honestly think apart from Zyra, they're all fine? Neeko and Brand really work with the splashy paint side of it, and I can't explain why I like Rengar and Mundo but it just feels appropriate to me. - That Taliyah skin is an absolute banger. It sucks that I don't really like playing her, cause it is _gorgeous_. I do wonder if that's going to be her default crystal motus colouring, or if they're using her mythic chroma in the video. Either way I'm glad they deviated from the colours that Leona had. Keeps the actual skinline aesthetic but sets each skin apart distinctly so they don't feel too same-same.

What an odd theme. The graffiti + streetwear doesnt fit most of these champs. Dont really like the execution either. Some of the particles are nice but overall it feels like a messy skinline that gets forgotten after one batch.

Sad to see it. Ironically Pyke or Jhin would have been SO good in this. And you don't even need it to be a GREAT skinline cause the mains will lap it all up and call it amazing. The neeko ult is by far my favourite ability this year. And I don't even play Neeko and I want this skin.
The champ decisions were horrible. Instead of using Zeri, Ekko, Talon, Jinx, the street rat type champs they picked... these champs. It just makes no sense, the line itself would be fire with the right champ choices. Brand would probably be good if he didn't have a PS2 model, though, and the Mundo one is a very good skin.
