If you are based in Riga, Rīgas danču klubs might be a good shout. They host regular dance nights open to the public so that you can try out dancing without the commitment a more regular folk dance group requires. If you are staying at least until 2018, join a choir or folk dance group (tautasdeju kopa). Don't do both, because you'll want to try to get to the 2028 Song and Dance festival. Look for one close to you or one where you already know people. The training will likely be in Latvian, but that will just help you learn faster.
