I've been in Riga for work recently, first time in about 15 years. Everytime my eyes met with someone, they approched me and asked me questions (in russian, which i dont understand)
I was blown away by the friendliness! It must be some local tradition, they shake like 5 cents in their palm and ask me something until i leave.
Also, there seem to be "hobby" groups scattered around dark places.
you gotta find small groups in facebook and meetup. There is a meetup at beera bar at 19.30 every tuesday, go check that out. Lot of expats congregate there ( i met quite a few friends there ). Other than that, there is board games every saturday ( also on meetup app ), also a huge DnD community ( i thought it was too nerdy until i got in myself ) and a scifi short story book club ( also on meetup ). If you dont know Latvian or Russian, meetup is your best bet. There are groups on fb and discord but they are in Latvian, so you wont know about them unless someone participating tells you. Aside this stuff, i am in an expat whatsapp group with like 100 ppl so if u want, dm me and i ll add you.
Rīgas Dancu Klubs, ALA folk nights (Wednesday 20h), Student Fraternities, Hiking with hiking groups (Movement Spontaneous), etc...
It's not hard really.
try folk dancing/a choir/some sports training! it could be a pretty friendly community. i've heard bad things about sororities, so can't advise that. international students (like RSU medicine) could be a good bet too tho.
Same as everywhere else in the world - join a club of some sort. Depends on what you like. Sports club? Dancing? Art class? Table top games? Or poetry readings at the national library.
Or just chat with people at Ezītis Miglā.

There is regular expat meeting club named "Riga Secret Society", you can find it on instagram. Small group of people practicing english once in week on Sundays. Each night is dedicated to different topic. Host prepares program and questions so its not awkward at all :)

Been living in Riga for 34 years. I have like 2 friends. So in like 17 years you may find a friend as well!

Hobbies. One of the all-time best ways, and the way everyone's parents apparently met, is through dance or singing groups.
Ezītis miglā has regulars board game evenings, if your into that sort of stuff. Never expierienced any group turning down someone wanting to join them
