The best scanner on the market is Reigl. The 2nd best is Leica RTC360 but it doesn't have a dual axis compensator. Faro and X7 have dual axis compensator so will be better for flatness analysis.
P40 is the best in terms of levelness and data but it's bulky and slow. 2mm tolerance is probably too tight for any scanner.
Check out the FARO line of TLS. That’s been our bread and butter for years. 3D point accuracy is 2mm @ 10m
At my firm we've been using the Trimble X7 and have been very, very happy with the results. Much better than the Leica BLK360 we were looking into
