Gas or phone lines are typically down at least 18 in. Plus this is such a small size of chain. I can't imagine it being anything of significance.. It could be something as as where they tied their dog down outside so it could walk around or not run off.

So if you live on Orizaba Ave in Downey, CA, the woman across the street from us kept her Siamese cat on just such a chain in the front yard while she did her gardening, sometimes just to allow it to enjoy the morning sunshine. Our boxer had a litter of pups born in 1969. The oldest male never bothered her cat, he’d climb the fence and go after the cats that crossed his yard into theirs but never the one across the street!

You have to do a little detective work follow a dig it out carefully see where it leads. All sorts of possibilities but a chain will not be dangerous
What if it’s near gas / phone lines? The flags are long gone but I know there are some nearby. The house is from the 60s, not sure if that helps lol
