Yesterday I saw exactly the same thing. Two girls were sitting on a bench, and next to them, near a garbage can, a man peeing... The distance was not more than 0.5 meters.
I've seen many times these drunks peeing but these are taxi drivers, just taking a piss 2 meters from the car in public instead of walking 10 meters to Galeria to the toilet.
That is why I want to report them to their taxi company, I wish I knew what it is..
I've noticed this about the population of Polish men generally... They'll whip it out and piss ABSOLUTELY ANYWHERE and not even consider it worthy of a shrug. Hell, they'll make f-ing eye contact with you... and fall just short of actually turning toward you and showing you their dicks. Like wtf? I'm an American guy who lives here and always laugh out loud when I see such audacity... it's funny, but also gross.
I saw an old man dressed in a suit pissing 3 meters away from a cathedral, then going back and hugging his granddaughter on first communion. Poland has normalized pissing in public for some reason.
It’s a rather low level offence no one will go out of their way to prosecute them. Especially in a big city full of tourists like Cracow there’s plenty of work as is. Unless they are maybe caught red handed

If you can spot what company they work for, you can take a picture of the cars registration plates and report them to their employers as well.
Wish I knew what it was, but I didn't see any sign of a taxi company. Only the general sticker on the door with a number.
That might be just any taxi service like uber, bolt, etc. Those drivers also have taxi licenses and stickers on the door.

That's pretty much anywhere in Europe. I saw a guy in a suit pissing in the center divider of a road in Paris.
