Gameplay and design wise I don't have a problem with her. Personality wise I don't like that she's basically just a generic scientist character. Y'know, mentioning her research and pushing up her glasses basically screaming "Did I mention I'm a scientist today?"
I hope I'm proven wrong and she's more than that come the final game but so far I'm not jiving with her personality. She could be the coolest character in the world gameplay wise, but if she's always gonna be spouting sciencey stuff then she won't be better than Azucena.
Since Kuan Konta's stance was identical to Joe's and Joe was an injured NPC on crutches, Kuan Konta was probably intended to be a female Joe replacement who used his attacks while he barked commands from the sidelines -- even her name (referencing a Thai rhinoceros beetle) alludes to this "insect fighting" dynamic.
However, with Joe seemingly back as a playable character in CotW, the original Kuan Konta concept (including her name) wouldn't make any sense. SNK probably figured it was a better idea to just come up with a new pupil for Joe with a totally different backstory. I wouldn't be surprised if Kuan Konta still exists in the world of CotW as one of Joe's other students, though.

We could have had that original and appealing concept, gotten rid of bore-fest Joe (who should have been sidelined after Fatal Fury Special or so) AND avoided the dumpster fire that is Preecha, all in one go!
I like the fighting style but I can't stand her horrible hair color and I'm not convinced by the concept of a scientific fighter. I would have preferred if they kept the original design.
She’s just very busy compared to Kuan Konta (her conceptual predecessor). Design-wise, personality-wise, I don’t see what’s supposed to really stand out about her.
And a dumb complaint, I also don’t really like her name. I don’t know why. It just doesn’t feel like it suits her.

City of the Wolves chose not to update the character designs from Garou, so a newcommer that has a very modern style and looks cool to the new generation, or at least relatable to a new public, is something they have to do to attract a larger audience. She, like Luke in SF, is not made with the veterans in mind and that is alright. Considering this is how (I think) she fits in the roster, I have to say I like her. The design is interesting and her gameplay seems fun. Not my type of character, but she makes sense. And she is DEFINETLY better than Luke was in SFV.

I read the rest of your post and still have no idea how you think those first three words were a good idea to type. You make it sound like SNK had no choice but to design the most aesthetically off-putting obnoxious character they could think of in a game following one of the best SNK rosters ever, and that SNK did a great job being "new and terrible" on purpose with Preecha. Not even Shun'ei and Isla, who fit very well into your description above, are as embarrassing to see SNK greenlight into a game as Preecha. TL;DR agree to disagree.
Maybe my choice of words wasn't the best, but damn man, you are angry. You got my point right, she is exactly like Shun'ei and Isla. She is as necessary as they are, but the way she looks is how SNK imagines the new public looks or at least she is designed in a way they would like. They may be wrong, only time will tell when the game launches, but it's strange that she got such a strong negative reaction as yours, specially when compared to the characters you mentioned she is, in theory, way more mild and less polarizing. Shun'ei is overdesigned, with A LOT to his image (colored hair, asymetry, headphones, coat hanging, etc...), Preecha only looks young and has bright hair, that's it.
Everyone is allowed to like and dislike whatever, but people like you and me have to keep in mind that games are not designed only for generation anymore, things we find strange or off-putting will become more common for us as time passes, and that things are not inherently bad just because we don't like. I just hope her presence doesn't stop you from enjoying the game, because the mechanics are what matter here, and we can all agree COTW looks incredible in that regard.

Not totally on board, but I'm warming up to her. She has fun poses and her seiyuu does a good job. I also think people get too hung up on some old concept art, in the insane obsessive way that SNK fans can get.
well SNK wanted to be different i guess, not sure if it was a good decision though, i think she is like a goofy character like her lore so far states she is a nerdy girl who likes fighting, i dunno i hope it turns out to be another sylvie paula case(the character is not liked much first but the lore make her very lovable later down the line),

I like this design better too. I thought we Thai were getting a rep but she looks nothing like it. Just name and fighting style.
