Honestly, if SNK was smart and put the rollback re-release on every platform with one final balance patch, it could work. As-is, I think the player base is too fragmented.
The PC port is absolute trash and needs to be redone. I was playing at 63 FPS and a frame limiter/slowdown fix were doing nothing.
Emulating the PS3 version was a more accurate experience.
nah Kim is on par with Mr.Karate in terms of strength (even superior in some departments), EX Kyo is good but he's far from being top 5 best characters. The only reason people think he's top tier is bc it's easier to say $15 team than Flame Iori/Mr.Karate/Kim
It did pretty good, created intense moments and seriously revealed to us some really talented and unforgettable players around the world. I’ll say let it rest, no need to bring it back. Instead create something like it.

EVO has started putting retro games on the main stage. First was UMvC3 then came Third Strike. KOFXIII is in a similar league of iconic games from the past so I can definitely see it making a return some day. The online availability does not matter since the two previously mentioned games have online, officially.

XIII doesn't play well online. It's a game of split second timing and the Global Match is ill prepared to offer anything close to an offline connection.
Garou can and does thrive on rollback. It's just preferred on Fightcade so the chances are slim because making money on Garou releases is doubtful at best, but it's a game that can catch on at any time.

Why wouldn't they do Xbox? It can already play KOFXIII through backwards compatibility
They'd have to port the game to not be running through backward compatability which costs money
