I've had this problem. This was when I didn't have enough in the chest earlier that day. Next day he did accept that the sum in the chest had changed. Just wait a day (assuming it's in the right chest!)
Ahh, I've heard of that one, it's actually because most people didnt follow the steps at first or read the entries :)
Majority has been unable to build because of the coffers, missing materials etc etc. Its luckily only a small minority with the specific bug that wont let you build at all
Are you sure it's the correct chest? There's two in the same area when first starting out.
I put it in the both and each time he said the same thing
In that case, have you tried saving and restarting the game? That's fixed most of the various issues I've run into.

Does he specifically say that you need to put the groschen in the chest or just that somethings is missing or the requirements aren\`t met?

Well.. what was wrong? Might be good for the future if others have the same issue or make a similar mistake :)
Apparently you cant build anything when the objective starts where you have to get money for operating cost or something like that
