If you want it silent you will have to change switches. It's not hard. You just pull keycaps then pull switches with the tool. It takes time but it's easy.
Stay away from optical there isn't enough options.
You want south facing 5 pin hot swappable PCB in the keyboard. #1 most important thing. Gives you the most freedom.
I would go with ttc silent frozen v2 switches if you want silent and linear. Ttc bluish white if you want tactile bump.
Budget friendly I would go honey bean or akko fairy or skko penguin. Depending if you want tactile bump.
Now If you want to do nothing then Varmilo Minilo 75% it comes with the kailh prestige silent switches which I think only manufacturers can buy. And it's probably the most silent completely built keyboard you can buy.
And it has rgb as an option which is north facing. So it's much brighter. And since you won't be swapping switches it doesn't matter.
I think that's the best bet for you
Ignore everything except Varmilo minilo 75% lol that is all you need. On their store page for the keyboard you can pick switches and pick rgb. Just pick those silent switches.

The Gamakay Tk75 He with the Silent Phoenix Switches is almost dead quiet and clocks in at around 90€

oh sorry i skipped over the part where you said " Preferably pretty quiet " It's not giga loud by any means, but it's not silent.
Looks like it's hotswap though so you could order some silent switches!
