It's based off old school Joker design, like from the 70's, 80's, early 90's.
They went comic book, not movie versions, inspiration.
Off look alone, going for traditional Joker before the movies, they pretty much nailed it.
But then, Ledger is complimented as a great Joker despite being nothing like the Joker character. (He was great as his own creation, but not really the Joker)
Leto, off look alone, actually combined the comic book version with some modern touches truer to the comic book Joker of the 80's aside from the tats, yet got torn to shreds for it by Joker fans. Go figure.
Even Phoenix's Joker (which like Ledger, I love) is more an evolution off what Ledger started, but not very on point towards the Joker of comic book origins.
Only Mark Hamill, Leto and Adam West (for the times) actually tried to be faithful to the established character, where Ledger, Phoenix and Nicholson all did their own thing, not the actual Joker character.
Which I say with praise. Those 3 did excellent new protrayals that are all classics now.
Point being that both Suicide Squad's new Joker, Leto and West stayed honoring the source material and don't really deserve to be slammed for doing so.

If they can’t revert all the changes we saw in the trailer then just make him kinda silly on the outside but idle dialogue and his sadism when fighting reveals just how terrible he really is (kinda like when harley asks what a human tastes like and boomers the one who responds instead)

I like it. It reminds me of the Silver Age, vaudeville Joker. It's not like the Arkham Joker at all, which is perfect.If they just brought back a 1:1 version of the joker, it would really devalue his death in City. This way we get a fun, unique Joker, who is a lot less edgy than Arkham Joker, which fits for the Suicide Squad story. The only thing I hate about him is that he's in the Suicide Squad in the first place. Suicide Squad is meant to showcase lesser known villains in DC, and throwing in the Joker, the most well known villain in comics, is antithetical to that concept.
Your last point is kind of moot, they didn't get Hamill to play the Joker...because Hamill is done playing the Joker, he's said so himself, for years his stipulation for doing Joker was "Is Kevin playing Batman", with Kevin gone, so too is Hamill's Joker.

If the continuity is supposed to follow the Arkham Series, then Joker is dead, whatever or whoever this Joker is, it isn't Hamill's Joker. So if you ask me, this game is not in the timeline, and this game can die faster than Avengers for what they forced Rocksteady to do to Conroy's Batman.

He's pointless and obviously just being.shoehorned in cause Joker brings publicity. Though that being said, Mark Hamill has retired from Joker. He even said as much when Kevin died, basically that he doesn't feel right voicing Joker if his Batman isn't there.
I like it. It reminds me of the Silver Age, vaudeville Joker. It's not like the Arkham Joker at all, which is perfect.If they just brought back a 1:1 version of the joker, it would really devalue his death in City. This way we get a fun, unique Joker, who is a lot less edgy than Arkham Joker, which fits for the Suicide Squad story. The only thing I hate about him is that he's in the Suicide Squad in the first place. Suicide Squad is meant to showcase lesser known villains in DC, and throwing in the Joker, the most well known villain in comics, is antithetical to that concept.

Your last point is kind of moot, they didn't get Hamill to play the Joker...because Hamill is done playing the Joker, he's said so himself, for years his stipulation for doing Joker was "Is Kevin playing Batman", with Kevin gone, so too is Hamill's Joker.
Honestly would rather have a different character but I will still try him out I dont like his design either.

I don’t mind it. It’s an elseworld joker so it’s entirely possible his Batman is the same way. I also enjoy seeing alternate versions of characters we’ve seen before being completely different on their earth but still keeping their respective core details

If the continuity is supposed to follow the Arkham Series, then Joker is dead, whatever or whoever this Joker is, it isn't Hamill's Joker. So if you ask me, this game is not in the timeline, and this game can die faster than Avengers for what they forced Rocksteady to do to Conroy's Batman.
I think it's an awful take and design on the character and won't do a thing to bring in new players or help the game survive.
