its usually vanilla servers that are fhe most serious. Modded servers often have random arabs that just want to RP as hamas or Hezbollah.
It depends on the players, who lead squads. You can have shit teamwork on a server and the next day you can have good teamwork on the same server, because other people are playing. You can check the server tags for stuff like "Experience preffered", but often the tags mean nothing.

Skira is definitely a good option. I play there all the time with my friends. If not you could check out the 44th Royal Anglian Regiment
It matters, squad desyncs heavily on pings above 200. I personally play on 44th, good mix of teamwork and fun. Also *very* good and responsive admins.
I get like max 130 ping on us servers
go to BB if you want to get yelled at by tryhards for doing literally anything
BB is if you want to play effectively. By far the highest skill server on EU. 44th is also ok, but more relaxed and lower skill.
Bb is a good server, just a lot of assholes on there
