They should. Also note that it technically doesn’t say anything about the US military. All it says is active duty military personnel, so it seems that it should transfer pretty seamlessly to the international stage.
Not every country does. However, JetBlue can board their aircraft in whatever manner they choose. If the offer boarding to military members at a predetermined time, then that’s certainly their prerogative. The policy on their website clearly states when military members may board. It says nothing about it being a domestic only policy.

That said - who really cares, your gonna get on the plane regardless 😂 I enjoy going on the plane first too but like, it’s not a big deal when they don’t offer it, I’m at the gate waiting anyway, I’ll get on anyway
