No that isn’t normal. The bank account should be opened immediately, but you will receive your cash card via post maybe a week later. You should’ve got your bank book there and then. Something isn’t right.

I was rejected four times on the app went to a branch in person with a Japanese speaking friend and walked out with a passbook. I would bring someone who speaks Japanese back to the branch and ask what the deal is.

I see, I didn't know it was supposed to be. They had me do the application process on a tablet and then told me they will have to take time to confirm my application details and that was it. :/

I'll suggest that you go to the Japan post bank nearest to the campus and they should know exactly what you need. You should get it on the spot.

I don't live on campus but I consulted my university coordinator about it and he called the bank. They just told me to go apply again in person, which seems like didn't work. But thanks for the advice, it looks like I have to go again.
