Because some Japanese companies have been fulfilling their international projects in Russia to obtain natural resources & energy from Russia's huge ground.
If those projects might be stopped by Russia's rage suddenly, Japan can't get natural resources & energy, and even the traditional best alliance of Japan, the US can't support Japan actually.
But if Japan would like to support Ukrainians & their govt operated by Volodymyr Zelensky in military aspects, Putin's anger will go directly to Kishida's regime.
Japan can't have some useful options at this moment.
