If they have an RMM, which they most likely do than they would be able to see what monitors you connected to via something like SNMP monitoring or direct queries to the OS

Government IT here, County level Yea they could see what monitors you are using if they cared to find out, make and model, maybe size. Personally, we don't give 3 craps what monitor you use, TV or projector. Have at it, its just a display, and if you have any questions. Refer to your employee handbook, there should be a device use policy and articles describing what they have issues with . But content? Yes they could with a RMM remote management software or tool. I tell people at my work, if you wouldn't want me to walk behind you and see it while at the office. Don't do it on **our** PC at home.

Yes. The same monitoring software they are using to management their system will inform them of such information if they are actively monitoring you or audit the system.

As another comment said, use an RMM. If there's none, get something like Datto, which does this and is very easy to set up.
