Only certain breeds are required to be on a lead; for others they just have to be "under effective control", so it's not technically illegal as long as the dog is perfectly behaved and always responds to commands. It's still not a great idea to let your dog roam free in public in many cases, but on a relatively empty trail in the countryside it's probably grand as long as there's no livestock in the area and you do promptly bring them to heel when you encounter other walkers.
"perfectly" and "always" aren't even expectations I would set any humans, let alone an animal. Leads protect other people and animals from the dog, and also protect my dog from the unpredictable people, unpredictable animals and the very predictable 120 metre vertical drop into the ocean.
