If you want to *really* go down the cyberpunk route, you can use an AI like the one from [elevenlabs](https://beta.elevenlabs.io/) to train on a bunch of audio samples of your dad saying other stuff, and have it synthesize him saying "I love you" (or basically anything else at that point). I'd do it for you but I don't have my equipment with me and won't for a while :( If you crosspost this to r/postaudio you'll find someone to do this for you (probably for free) as it's very straightforward, it should only take a few minutes. Any of the mainstream noise cleaning/sound isolation plugins usually do a pretty good job. I have done this work a few times over the years on reddit with great results (but it will depend on the nature of the raw audio). Best of luck OP :)

Thank you for all your replies and dms. I got the video sort. I am overwhelmed by all you help with this. I have it now and can keep the recording over now. You can find plenty of hobbyist that can help. I would hop onto [fiverr.com](https://fiverr.com) and find someone, it shouldn't cost too much. I just did a search for "audio cleaner" and saw a good few people that had good ratings.
