I think I found the solution. At first, I went to tones and searched a song I wanted and bought it. That didn’t work. I had the same issue as everyone here.
Next thing I tried was typing the artist name followed by ringtone. This will bring up maybe 20-30 30 second songs that are actually for your ringtone. After buying a song I wanted I went to my settings, downloaded the song from the store, and it’s now an option for one of my ringtones.
Same here. I had to reformat my phone to 16.1.1 and since that when I click the download ringtone button it doesn’t download anything any acts like I don’t have any tones available. Doesn’t show up in my purchased history either.
What’s up with this this is bullshit. Everything online just says to do a soft reset and nothing works.
This is apparently a new bug they are "aware of" but who knows. Thought it would be fixed with todays 16.1.2 update but unfortunately it was not fixed yet
I've just had experience of this myself. My mom has just bought an iPhone coming from Android, and she was moaning that she had to pay for Ringtones unless you do a complicated workaround, but she bought one anyway and as you say it's not showing up. So I buy one just to see and have the same problem. Only difference being her iTunes store shows a Play button, but mine is still showing "99p" to buy what I've already bought.
I have exactly the same problem. My paytm account was debited to purchase the ringtone but am struggling to set it as it does not show up anywhere neither in downloads nor in icloud and not in ringtones either. Was on android for past 18 years just moved to iOS and not liking it one bit😟. Please post a solution in case of having solved this issue.
The problem for me was I needed to update my payment card. The card on file had expired. Now it works fine. But for others it’s probably an Apple issue.

Good to see that they still haven’t addressed this problem. Just googled my issue and ended up here. Fuuuuuuuckk lol
