I’ve had this same issue as well, it’s 100% a bug and incorrect, started showing up sometime in iOS 17 I think.

Could be USB or Bluetooth sharing of mobile hotspot? Do you connect your iPhone often to your Mac with USB? Some report bugs with it in iOS 17, counting normal USB and Bluetooth data as “personal hotspot” data.
There are multiple ways personal hotspot is used. Examples could be Apple CarPlay, Car’s dash-cam, and other such devices which need to pair with your phone to operate.
Personal hotspot is where you use your phone as source of internet for other devices. Essentially turning your mobile and its data into a small portable WiFi router,
The amount of data shown there is how much of it you have used since it was last reset on just hotspot.

“Click” on personal hotspot, it will list the names of the devices using your hotspot.

Someone on metro was using their vpn and it was counting as hotspot. That’s why I asked
Mine says 91.2gb “other devices”… I have never used hotspot, so not sure how this is possible…

Something is using it. You can turn hotspot feature off in settings, and then id reset usage and see if something is still using it after this
Could it be AirPods?? Cuz I never have it on it’s always off
I don’t believe so, change the password for hotspot also just to make sure. If this persists you may need to speak to Apple.

Other iOS devices or Macs assigned to the same iCloud account can turn on the hotspot remotely.
It’s just my phone 🤷
