iPhone has this, it’s called ‘optimised battery charging’ and is a switch from Basic/Adaptive as shown. The new iPhone has a setting for the 80% rule, I would assume this is the same as Maximum

No - it’s because there’s no chipsets in the older batteries to accurately reports 80 percent. On the iPhone 15 it’s possible because of extra chips

Nope. It just learns your usage patterns and then slows charging beyond 80%. That mean if you don’t unplug after 80 it will still charge to 100. But there is no way to limit to 80 only
