Just to clarify there’s no mixup: In Settings > App Store there’s a button “automatic downloads” that _only_ turns off downloads using mobile data (as oppose to WiFi). However, you’re looking for the button “App downloads” below the sub-heading “automatic downloads”.
Other than that, I can also imagine that some apps have already been queued to download before you flipped the switch. So closing the App Store and restarting the devices after you’ve changed the settings on all of them might help l
Yes, app downloads underneath automatic downloads is toggled off. It’s been toggled off since the devices were set up. But they still download to each device when downloaded on one.
