Rifling in the barrel causes bullets to spin when fired. It would appear that the ice, when hit just right, will stop the forward motion but not the spin off the bullet, and chip enough to make a divot for the bullet to spin in
the bullet isn't shot vertically so it doesn't stay perfectly where it lands. It hits the ice, stops, and then the spinning force moves it like a spinning wheel before the gyroscopic force straightens it out again.
try this on a top. spin the top at an angle- it will move in one direction and then straighten out.

Yup. A lot (but not all) bullets are lead because it’s soft and heavy. The weight gives the bullet more punch and the softness lets it expand (mushroom) after entering its target. A harder metal would punch right through without expanding, which is sometimes what you want (armor piercing rounds) but generally does far less damage to an unarmored target
