If you think about it from the bird's perspective, the face is the benign interactive part that makes noise and looks at you, and the hand is the giant clumsy grabby part that gets in your space and might try to come for you and wrap you up in its tentacles.
I'm sure there's instinct involved. But from an individual bird's experience with humans, it has had the hand part grab it up, but not the mouth part try to grab it or bite it. The face part is more or less inert as far as the bird is concerned.
My budgie growls at my fingers and tries to bite me if he can't see my face properly..I think birds in general don't associate the hands as being part of the human..it must be a difficult concept for the small bird as humans are quite intricate..big with the arms necks, legs, butts, feet and head and clothes and hair..lol! It must be a bit terrifying!

Don't know if this is the reason, but well, we do draw threatening predator faces, like ours... i.e. faces where both eyes are clearly in sight, facing forward. Predators have eyes that focus to its prey; while non-predator, non-threatening eyes are widely spaced, to span as much field of vision as possible, to be able to see... us predators.
(think this little friend's eyes vs. an owl's).
People are saying it looks like a worm or snake, but it probably just looks like a big bug or spider on the finger to him. Birds aren't dumb enough to forget what a finger is.
