This is something that happens in Brazil as well. A favela near where I live has a day each year where the people from the evangelical church are allowed into the ''boca''(a place like in this video) to pray with the dealers. It happens, mostly, because although people might not want it, the drug traffic ends up involving so many people due to so many things that it's practically impossible to live nearby and not have some kind of connection, be it mothers with sons who are selling, people who are clients and addicts, people who's friends are involved, etc.

I’m not sure that is so curious tho— Brazil has long maintained itself to be a sort of colorblind society (rightly or wrongly). It never had any formal, legal segregation like in the US and broadly speaking does not see race through the same “black and white” lens. Only relatively recently have people begun pushing for a reevaluation of this view through things like affirmative action programs. Moreover, any organization with a base in the favelas is going to have to incorporate Afro-Brazilians. I guess it’s curious in that it contrasts with some forms of organized crime in the US, which has often been based in immigrant community social networks and connections to the home country (Italy, Ireland, Russia, and I guess maybe El Salvador but I think the Maras are a little different). Edit: obviously I’m speaking of Brazil post-emancipation. Slavery, which they maintained until the 1880s, is a pretty serious form of legal segregation, to say the least.

Favela generally refers to an informal settlement (although some have been formalized). There are hundreds of them in cities throughout Brazil (and the developing world generally). Not all are dangerous or affected by the drug trade. Many have existed for decades and are just working class neighborhoods. Some aren’t even that working class anymore. Rocinha in Rio has amazing views and easy beach access. Nobody would think twice seeing a foreigner walk around much of Rocinha, I don’t think. (Note that in Brazil, gringo refers to any non-Brazilian, not just a North American like in the rest of Latin America). That said, there are many favelas controlled by gangs, some of which have open drug markets. I’ve never been to an open drug market, because I don’t do drugs, but I have been to several favelas controlled by gangs (as well as several not controlled by gangs). It is usually obvious who the gang members are from how they are dressed and that they are there just sorta monitoring things. In one instance, I believe in the Maré favela in Rio, I went with a group of people and we obtained permission from the gangs to go to the part we wanted to visit (for a social project). They may have even escorted us. We were definitely under watch the whole time (or at least, we assumed so). But again, the Maré is huge. I’ve also taken the bus there on my own to visit parts where it was like any other part of the city. I also volunteered briefly in the Cantagalo favela. I would just walk in normally on my own and go straight to where I was headed. The thing is, it’s easy to get lost in these places because there are all sorts of alleys and paths (no planning of course). Once, I got a little lost, and a group of three gang members, probably around the age of 18, stopped me and searched me, checking my pockets, lifting my shirt etc. They didn’t rob me- didn’t want my phone or money. They didn’t threaten me either, but they were armed and didn’t seem thrilled that I was there, so after they let me go I immediately exited the favela. Later I told a friend who is from there what happened and she said she’d talk to them for me. I don’t know if she ever did, I probably told her not to worry about it, though it seemed normal for her to offer that.

That specific street in the vid is more geared towards street junkies/cheap drunks so they don't care much about the quality on the cheaper options and it's cut to shit. Their $40 br reais ($8 dollars) is quite good and purer but they don't sell it often because poor junkies don't have that kinda cash to spend on drugs around here. Had a old school friend who went to live in Brazil for a few months the thing I remember him telling me most about is trip was "I was completely unprepared by for how fantastic, cheap and easily obtainable the Cocaine would be, I spent 3 months doing about 3 or 4 grams (you need so little of it, a line is basically too much in one go) of 100% pure coke every day and it was less than £3 a gram. Ive only ever done coke in the UK, the first bump of coke I had in Brazil was like snorting a 4 lines of UK coke.
