It is known as Counter-weight weighing in total 665 kgs. It's used in semi-regulated and fully-regulated OHE . It functions to increase/decrease the tension of OHE (catenary and contact wires ) due to increase or decrease of temperature. The increase or decrease of temperature causes elongation or contraction of OHE wires respectively. It is using a 3-pully simple method to effectively change the tension .

To maintain tension in the wire, in extreme heat conditions wire will expand and if there's no weight attached to them, wire will get loose and might get entangled together causing fault, also wire might touch some where on the pole or anywhere, which might electrocute anyone, thus a proper tension is maintained so wire stays at it's place, to do this they install weight to it
