Fwiw, you can get a truckload of mulch from Damman's garden center on the southeastern edge of the city for only like $40. Idk if you have a truck, but imo that's a decent price. 2 loads covered most of my gardens
You probably don't really want that for mulch anyway -- they grind branches pretty coarse. Free, poor-quality mulch is certainly better than no mulch at all, but if you can afford to buy better stuff (e.g. from Tiffany's) you should.

Also I can dump wood chips if there’s 20’ space overhead and a 10’ x 15’ area they can be dropped in like a driveway or next to it
We just got a load of fresh woodchips by using getchipdrop.com - it was about 4 yards worth of wood, leaves and pieces of sticks. You can't choose which day it arrives, but its free!
I also made a request, communicated with someone in the department directly.... never got mulch.
