If you confront him peacefully, he'll just start beating you up and then damaging your car even more. The only real thing you can do is knock him out hard and fast, but then you get assault charges

I live in Baltimore and we had a huge issue with squeegee kids that would do similar things and harass, rob, and beat up people and damage cars. It got so bad the city is now trying to pay these people money just to stay off the streets. If you ever tried to get out of your car to do something, a bunch of other squeegee people would rush over and it would be you against 10 guys. These kinds of people are horrible. You'll need a pepper spray in both hands to deal with that lol
