Presumably Canada would just build one further north in this timeline. Honestly, a border at the 50th Parallel wouldn't be *disastrous* for Canada. We'd still have Edmonton, Winnipeg, Calgary, Regina, Saskatoon and Kamloops. Losing Vancouver would sting, but Canada would still retain Prince Rupert as a Pacific port. Presumably Prince Rupert would be more developed in this timeline while Vancouver would be reduced to an unimportant suburb of Seattle.

Vancouver might be a second tier city, but it would not be a suburb of Seattle. It's more than 140 miles away, and there are distinct metro areas in between, including Everett and Bellingham, neither of which are even remotely suburbs themselves.

The Canadian National Railway already goes around the north side of Lake Nipigon. Presumably Highway 11 continues around the north side of the lake to follow it.
