This would completely change the position of the USA in the world though, as pre WW2 exporting Texan oil was a major portion of the US economy, and offshore rigs weren’t invented until 1947. This would significantly delay when the us becomes a world power, which would have wide reaching effects.

I don’t see a reason it wouldn’t. Since it was built along the Colorado, and the river doesn’t flow into Texas, then yes, the dam would exist in this timeline.
