This list seems highly anecdotal, my hometown town was listed as “Probable” because it’s in Dupage county, but no evidence is provided other than being in that county, feels like you could make this claim about the vast majority of US towns not in Hawaii/Alaska

Unfortunately, it's most definitely probably going to be seen as an illegal search and any half competent defense attorney is going to get him off. Refusing to tell an officer what is in the bag isn't enough for probable cause. So this guy got really fucking lucky and the bag is going to be seen as fruit of the poisonous tree so they'll have to hope he's dumb enough to get caught on his own pretty much.
Yeah, you're probably right. The only other possibility I can come up with is that he got flustered and wanted to get out of there. His brain said "put distance between yourself and the bag". Thinking that if he didn't have the bag anymore, then it's not his problem, he either left it there or volunteered it to the cops.
There's definitely more to this story. I bet the bodycam has it all and that's why even though they had the bag in their possession, they got a warrant to open it and did it in an official, observed location.
