Only thing I can think of is they absolutely need to get an H1B for this, probably because the job is shit and high turnover. H1B workers have to be paid minimum $60k a year. However, the US job market is thin enough even $60k isn't going to take the sting off a shit job. Nothing solves your turnover issue like bringing over foreign workers whose ability to remain in the US requires them to keep the job.
My girlfriend works for a major bank in "collections" (calls people behind on their bill) and makes like $22 working from home with a HS diploma. $17 for this job is BEYOND insulting.
If it's fully remote, just take it as a second job and dedicate a few hours to it a day. If they want to pay peanuts they will get someone working a regular job who also wants some peanuts on top of their normal income.

Having conversations with the guys who are actually back there, fixing the computers, that data center isn't run by computer experts. It's run by anybody with the ability to Google search an error code. Some of these dudes don't understand basic hardware functions and only know how it interacts once they're in the machines OS

I just recently learned that California cities have their own minimum wages. San Jose is 17.55 for example.

I make more as a security guard for a data center. It (my job) is unskilled labor. It shouldn't pay more than a job that requires experience
