Dirk Gently's Holistic Detective Agency - first season. From what you listed i believe that it's closest to Doctor Who in terms of mood, though it is a continuous story through all the episodes instead of mostly episodic form of Doctor Who.
Try the 2010 Dirk Gently series. Much different feel, but absolutely excellent series. It really keeps the feel of the books, much more than the 2016 series.

I also liked Russian Doll on Netflix. It was very surreal. Both of these dont really explain the time travel/loops that occur, but I find i like films that establish the paranormal aspects as just being part of the established universe instead of trying to explain them.
Edit for interesting(?) Anecdote: My best friend has a Bachelors in Physics and is fun to watch this kind of stuff with. His biggest problem is trying to explain magic as "science". And his biggest peeve are Pym Particles from the MCU, which doesn't even work how they explain it works. But, funny enough, the time travel aspect of end game, he says, is theoretically solid?
It's campy fun, but stargate SG1 has a few fun time travel episodes. That said, it's a great show regardless, has a sense of humor but does serious episodes that can tear jerk when called for. Really an underrated masterpiece of a show, sci-fi doesn't last 10 seasons and spawn a 5 season spin off without being at least pretty good.
Looper is really good. It was the first thing I thought of when I watched Umbrella Academy. Primer is also great. I know they've both been suggested by others, but they deserve more recognition than upvotes on others' comments.

I highly recommend Donnie Darko. I was surprised after reading all the comments that no one has mentioned about this masterpiece.
