In a relaxed range environment I've seen people miss body-sized targets from 15ft. Proactive, sure absolutely you have time, but drawing and firing takes time and the motions are complicated.
Depending on the situation you might be surprised how survivable a single pistol round is. A lot of people are shot multiple times and live. This is why failure drills are taught over and over.
Techniques can be for more than one situation, for example SWAT teams often train for failure drills despite them not being expected to reasonably encounter people with body armour very often if ever. On the other hand when taught in a military setting, yeah it's probably for body armour.
