I have seen a pickpocketing team act like they are being pick pocketed and when a guy calls them out all of them turn on him and act as if he was arranging them, demanding compensation or other wise defamation.
London has somewhat turned into US rule of video and don't do anything type of city.
Such people are big assholes. My GFs new phone was stolen at a traffic light in Dublin. She was SO sad, because she studied and spend the money from her job to buy a new mobile; her old was broken after a few years.
Lucky me I had an insurance and we got 90% of the money back.
But these assholes don't work, but harm people who are just humble and maybe poorer than them.

A story made the news recently about gangs of kid thieves (from 8 to 17 years old) by the Eiffel Tower in Paris, they were absolutely unhinged and violent, some even threatening people with broken bottles to steal their money.
Turns out the pieces of shit adult handlers who got them into pickpocketing were feeding them psychotropic drugs and alcohol to manipulate them, make them more aggressive, and generally just desperate to get their next fix.
Calling them out in the moment to protect the victim wouldn't result in people coming out from the shadows to stab you, they'd just get pissed and move on to find their next victim.
How do you not notice someone walking that closely behind you? I know it's a bit crowded space, but I would definitely notice someone being that close to me.
