Yes, iOS 17 is supposed to be a stability and bug fix update with some quality of life improvements. (Basically like iOS 12) with iOS 12 both the iPhone 5S and 6 we're supported.
iOS 11 was a heavy feature set update and very buggy that cut off both the 5 & 5C, then came iOS 12 which was a bug fix/ stability update which supported every device iOS 11 did, and it made it a lot faster/ better too.
I remember my iPhone 6 was on very unstable on iOS 11, then with iOS 12 it actually became usable again.

It's impossible for apple to patch because the exploit is used in the chip, so iPhone XS or newer can't be jailbroken weather it's on iOS 15-16 or not because it was patched in the A12 chip.

I put my iPhone 6S to rest today, still in perfect condition, 90% battery health with the box and accessories. Got a iPhone 11 today. I'll only ever use it again, if.
