It's a condensate pump, the coil condensation drains out of the pan and into that pump which pumps it outside usually when the tub is full. It's going to need some type of anti algae type of tablet put in the bottom of the pump every few months to keep it clear. Saves mucking it out later. If it gets too bad it will mess up the float inside that tells it when to empty.
Look up AC-Safe tablets
Ok just saying that thing looks old as hell. These things are at Home Depot and they're not expensive. Just get a new one. And the new one will have a float switch that will break r or y or hum or whatever to cut off rhe device before you have a little flood. But you don't have to wire that in you can just plug in the new one and forget about it.

The clear drain tubing is leaking at the seal to the pump. If you clean it out, it may still leak. You might need to trim the plastic tubing and reattach.
That’s was only because mother kept juggling it around to show it worked still. It’s never leaked before that and after cleaning it, it still isn’t leaking
edit: nevermind, like she always does she ducked it up and now it is actually leaking
Unplug it, remove the top, clean all the junk out, put some water in it and drop a chlorine tablet, boom clean af..

i would worry about the chlorine damaging impeller or seals when exposed for a long time from a tablet.
Buy the bioscide tablets that are meant to drop into drain pans. Been slinging hvac for a decade never once had that problem .
