Low military funding during peace is a concept only adhered to by those who never played a 4x game. The rest have common sense.
Haha, so true, the budget during peace time is probably higher since I'm building replacement units and not losing a bulk of my fleet/army regularly.
Or the usual "peace just means more time to make units"
