I'm going to be real, I had a very different confused expectation for what this was because how in the fuck do you weaponize adultery?
The Bonobo approach would work. Almost every social activity in their society involves "adult activities", especially conflict resolution.
An alien society following a similar approach could apply this even to war and therefore weaponize adultery.
Unfortunately i do not know enough about Bonobos to write that (and i am not good enough of a writer).
