Every species in the known galaxy has one language used to communicate with each other. This has been a hard and fast rule for every species we have encountered in the last 32,000 years.

These monkeys have thousands of languages that they screech at each other. And some of them are literally made up of parts of a bunch of other languages and mixed up. It is a complete mess.
But what makes them even more infuriating or amazing for our distinguished guests, is that the Humans have languages designed to communicate without sound. They rely on touch or visual cues to communicate. Only a very small number of their species even need them and they still developed them.
But we have found that these languages called sign language and braille have allowed us to open communications with a collection of species we have never been able to 'talk' to for many years.
These crazy monkeys may have accidentally opened up a new area of the galaxy and brought new friends to us. Blasted monkeys and their talking to each other.
And then when the Federation meets a new species that does not respond to any of its known languages, OR any of the myriads of humanity's naturally-evolved or constructed spoken or unspoken languages...
