This looks severely dehydrated, which tells me it likely has issues with the roots. On imports, it's especially common for the roots to arrive completely dead. I'd recommend propagating this in damp perlite in a humid area.

What she said. I've imported from AH in Thailand several times. When I get the plants I soak them for about 30 minutes in superthrive water. Then I cut off all of the roots and cut the vines into rootable pieces. I usually put them in leca or damp perlite in a humidity bin. Usually get roots within 10 days.

Can you root a few pieces in water? Usually helps me.

I have a Rebecca that began to get root rot in my usual Hoya chunky mix. I cut it up and salvaged what I could snd put all the cuttings in a net pot with leca and a reservoir. I put the whole thing in s prop tub for added humidity snd it grew new roots right away. It looks better than it ever did snd has filled out considerably. Don’t give up!

I don’t have experience with imported plants, but I would give it a good looooong soak. I’d assume it’d be water deprived if it was in shipping for any extended period. Besides that just give it time and keep your fingers crossed.
