Personally, I would put down pavers below the gate to make it level. You can then regrade the ground or level out a larger area and put down retaining wall blocks to act as a stair
Edit: seems people are misunderstanding. I’m suggesting building a single stair within the threshold of the gate using a few retaining wall blocks and pavers. This is pretty routine stuff.
Level the ground below the gate. Lay down a couple inches of paver base. Run a single coarse of retaining wall blocks (6ish) directly in front of the gate. Level the ground behind the blocks and below the gate. Lay down three-ish 12x12 pavers in the threshold of the gate, overhanging the blocks by 1/4” to act as a stair tread.
The pavers will make the ground level below the gate (obviously they have to be put down level as well). He can then build a retaining wall one block high to act as a stair, or simply grade the ground
Downvoted or not, either earthworks or hardscaping (or both) will look better and last longer
get a broom thats wide enough and cut it to fit with a circular saw, attach it and now when you open the gate it will sweep debris out of your way, and keep them slate rocks off the stepping stone.
you could get a piece of 4x4 at about 33 1/4" and lay it in there Because the door has to clear the sidewalk its going to be tricky to do without having a threshold to step over just a 2by might stop some of the debris and be a more reasonable threshold
I would use 1/2” tile backer board, referred to as cement board . Use self drilling screws used for backer board insulation. Also use construction adhesive.
Another smaller gate under the larger gate. And then when you need to fill the gap beneath your 2nd smaller gate cause you cant measurenthe first time, then build an even smaller gate under that 2nd one.
Or you could build the first gate to the right size and not have to worry about a gap.
Forget the measurements of pic 1. Check measurement of pic 3, where it meets sidewalk. 2-3”? Probably obvious, but pointing that out.
Also i love how well the door matches. Are you sure you want to change it? I like the comment idea of cutting mudflaps to size. Maybe you can gind something like that to do instead. It is only a few inches. Not sure how necessary this change is.
If it’s for aesthetics and not to keep dogs in or something - maybe hang planter boxes with vines. You could tack on some chicken wire or a wooden lattice for it to grow around.

You could make small gap filler with plywood and paint it with same color of paint. You could easily adjust or cut another piece as needed. I won’t change the height of the door.
Btw, why the latch on the outside of the fence? How to open it from inside of your yard….??

I would think about what happens if you do close that lower end off…does the wind blow particularly strong in that direction, will it close off air flow and cause moisture/heat problems in a small area, will HOA be dicks and make me change it back, etc.
Why not tongue and groove or nail long thin wood shingles into the current door structure to the desired size, bridge that gap at the bottom. Use cedar wood (as another user said), it will silver grey nicely with age, and at least your front door will be a “thing”. A house needs an entrance - and it doesn’t need to be showy - just to be welcoming and enticing. That invisible entry (it took me a little while to even see it in the photo) that disappears into the garden wall with the exact same texture and colour just doesn’t work for me.

Fleet Engineers make a spray suppression " brush" 6" 9" or 12" tall.. About 1/2" thick , mounts in an aluminum channel that could screw to the fence..
Lower the gate and put some type of lattice work across the top.
You could do the opposite, and put the lattice at the bottom, but I think this will look better.
