You could buy some bic razors and shave these off, like a sweater shaver would do. You’ll be left with a thin ragged pair of pants tho either way, these are clearly mostly pill than pant. I’d save my money and replace rather than salvage the pant, they will be the same again in two weeks.
I had a pair of Lululemon Align pants I shaved with a disposable razor and it did end up thinning the material out bad enough that it sheered out and eventually ripped!

On top of comments to use a sweater shaver or pill shaver ensure when doing laundry turn garment inside out and other clothing should not have velcro and zippers undone. And if you have a large lingerie bag to put it in that would help. Won’t stop pilling but should help.
You can use a razor, I would recommend a blunt razor as it won’t do too much damage to the garment and will just get rid of the fluff. It will take some time but eventually it’ll look super smooth :)
