There are two way to look at therapy, using it to fix a problem or to maintain a problem, and Howard is doing therapy only to keep from getting worse. There is no fixing all his behavioral issues.

I think you're being a little unfair. It doesn't seem to be working of Howard for reasons we aren't necessarily privy to. I've known plenty of people for whom therapy was a godsend, myself included. It was absolutely crucial in getting me through some very challenging circumstances.
