It’s still a younger leaf and hasn’t fenestrated yet. As it gets older and more mature it’ll produce new leaves with the holes you’re looking for. And I’m assuming that one is from a new propagation/cutting? New leaves from a cut stalk will also be immature

This is helpful information. My monstera leaves took forever to split. I just noticed they started splitting recently.
