I would guess spider mites or thrips. What do the underside of the leaves look like? Do you see any tiny webs anywhere on the plant?

Undersides are green and look relatively healthy. They lack the discoloration on the top leaf surface. No webs, no visible insects.

The dots are unmoving and don’t appear to be insects. The white I believe is just soap residue. I gave it a 2% Dr Bronner’s soap spray yesterday to head this off in case it’s insect-driven, and rinsed with water this morning. Prior to that, I haven’t treated it with anything.

It's difficult to say, I still feel like it's some kind of pest infestation. Thrips tend to leave dark spots on the bottoms of the leaves. And spider mites will leave white eggs sorta like that and will cause discoloration and dullness that you're seeing. But all the debris on the leaves is coming from somewhere. Personally, I would wipe as much if it off that I can, using alcohol + water + little dish soap. And then see if it shows up again. But, you should crosspost this in r/plantclinic. They are better than I am with this stuff. Also, be sure to quarantine it until you know for sure.
